HEALTH DEPARTMENT

The overall objective of this Project is to build capacity and capability of the Department of Health, NWFP. This would improve efficiency, effectiveness in the health care delivery system and expedite the reforms agenda. The health care services would be provided in line with the devolution plan according to the new roles and responsibilities envisaged for each level i.e. Health Secretariat, Health Directorate and the Districts.
Provide technical advice based on evidence for health policy to the Department of Health as well as to District Health Managers and teams, this will support informed decision making and policy formulation;
Develop consensus on key policy issues in Health through participation and debate amongst all stakeholders;
Advocate and develop pro-poor health policies in line with the poverty reduction strategy of the government through targeted health system reform, health policy, program implementation, and monitoring and evaluation;

Specific Objectives

Institutional development at all tiers of the Department of Health including the Districts Health System through creation and expansion of HSRU in the Health Department at the Secretariat level
Strengthen personnel, financial and information management systems in the Department of Health at the provincial and district levels.
Strengthen monitoring and evaluation skills.
Enhance skills of the Department of Health at the provincial and district levels, with a focus on managerial and professional capacity for effective implementation of the policies.
Prepare and realign responsibilities of the provincial and district tiers of the Department of Health in their new roles and functions with the establishment of local government.
