Introduction

HSRU was established in early 2002 it was the fist unit to be established in Pakistan. HSRU was established in the Health Department with a view to prioritize the reform initiatives, harmonize the donor support, provide technical support to the districts and coordinate human resource development according to the needs of the organization. After Devolution of powers, major problems were poor planning, implementation and capacity to deliver health services.

The proposed four units of HSRU were:
1.         Policy Formulation Unit.
2.         Human Resource & organizational andre- structuring unit
3.         Districts/Institutional Technical assistance Unit
4.         Donors Coordination Unit
